Proposed New Contract Forms
Here’s a link to a copy of the proposed new contract forms, extracted from the February 2024 IMEA board meeting packet.
It includes the power sales contract, and it also includes the capacity purchase agreement contract which is not currently relevant to Naperville. Naperville does not have local generating units that it dedicates to IMEA, while many other IMEA Members do.

Overview of MDR Limitations
This is a link to a pdf file of our overview analysis of the limitations of MDR (Member Directed Resources), based on the actual language of the MDR provisions in the proposed new contract.
We think it’s very important to understand theese limitations which include:
– No MDR is allowed unless it is approved by IMEA’s Board of Directors
– Constellation’s nuclear fleet is currently not eligible for MDR, so that will also require a change to be approved by IMEA’s Board of Directors

MDR Means Paying Twice
The details of any methodology and formula(s) by which MDR might reduce the billed consumption of IMEA resources would require the approval the IMEA Board of Directors either.
It’s our understanding that IMEA has no plans to reduce the bill levels of IMEA demand and energy, such that MDR effectively means that the Member that self-directs resources using MDR will be paying twice for those resources. See our webpage that explains further:
