This directory includes our collection of IMEA meeting presentation slides, minutes, and agendas. Prior to publication of our Lack of Transparency report, IMEA’s website typically kept only several past meetings available online.

This directory includes our collection of approved IMEA Board Resolutions. IMEA does not post the board resolutions online, except embedded in the board meeting packets (which IMEA first began to make available on the IMEA website in Aug 2024). We request copies, after the resolutions are approved by the IMEA board.

IMEA Monthly Financials Directory
This directory includes our collection of IMEA monthly financial statements. IMEA does not post the monthly financial statements online, except embedded in the board meeting packets (which IMEA first began to make available on the IMEA website in Aug 2024). Previously we requested copies from IMEA, and now we extract them from the board meeting packets.

Further IMEA Financials: “Socialized Costs” Directory
This directory includes our collection of IMEA cost allocation accounts and dollar amounts which can be found only in the subsequent pages of Naperville’s monthly bills from IMEA. It’s the most detailed info that we’ve found on IMEA’s “socialized costs”. We extract and accumulate that data monthly and annually into spreadsheets in this directory to share, especially since IMEA does not publicly “reveal” these details anywhere else.

We first started calling them DCA/ECA costs, because the billing page from IMEA is titled “Demand Cost Adjustment (DCA) and Energy Cost Adjustment (ECA)”. And we started collecting the detail data, before we were certain of the significance until we learned about IMEA’s “socialized costs” billing methodology documented in IMEA “Rate Schedule B”. That Rate Schedule B is revised and approved by the IMEA board every year. And you can find current and past Rate Schedule B’s in our directory collection of IMEA board resolutions. IMEA Retired Renewable Energy Certificates (RECs)
This directory contains lists of IMEA retired RECs for the IMEA REC Planning Years (PYs) beginning with PY2021. We request copies of the detailed reports after IMEA board meetings describe the REC retirements (typically in the December board meetings).

Note: Since the June 2020 adoption of resolution 20-06-851, IMEA utilizes arbitraged RECs for the legal right to make claims of IMEA renewable energy. From our citizen perspective, except at the December IMEA board meetings, IMEA does not tell the more complete story of using arbitraged RECs when describing IMEA’s renewable energy and power supply resource mix. IMEA’s business practices regarding arbitraged RECs are also listed as an example in Section 1 of our detailed Lack of Transparency document posted on our Lack of Transparency webpage.
IMEA Early History Directory
This directory contains our collection of early history documents. It also includes the 1984 IMEA Agency Agreement with Naperville as one of the founding members, the 2002 IMEA Integrated Resource Plan Study report, and the IMEA bond prospectus documents that have helped us as citizens to learn much more about IMEA.
