This directory also includes the Naperville city council files from Jan 16, 2007 when the IMEA contract was approved and also the Naperville city council workshop files from Feb 24, 2014 when the city council faced the first of significant Naperville electric rate increases due in large part to PSEC construction cost overruns and operational problems.

Naperville City Council Meeting Minutes 2001-2006
This directory contains our collection of Naperville city council meeting minutes for 2001 thru 2006. These older meeting minutes are not available online in Naperville’s Legistar system, so we requested these minutes through the Freedom of Information Act (FOIA).

Note: We were especially interested in 2006, the year leading up to the approval of the IMEA contract in January 2007. In the 2006 minutes, we can find 12 closed sessions that reference exception 23 of section 2 in the Illinois Open Meetings Act. Naperville also used exception 23 to hold the closed session city council workshop on “discussion regarding a contract relating to the purchase of electricity” on Nov 13, 2006.
